Yes you can. This wiki allows original characters, but please read the page guidelines and blacklisted topics before doing so.

I haven't seen you edit long enough, but I checked a few of your OCs and additional pages. So far, the organization on the pages is neat and standard for the CFW; take this as a compliment. However, like what Crit noted, you seem to struggle with general SPaG (Spelling, Punctuation, and Grammar). There isn't much to add, though I wish you the best.
I recommend editing on a computer or laptop since doing it on a phone is overall difficult and some commands are restricted. If you want to create a page, hover over to the top right corner on the 'three dots' and select 'add new page'. You can go ahead and start creating from there.
Done.
I'm assuming you mean this OC https://fearfic.fandom.com/wiki/Radioface
It's a Creepypasta OC made by IngloriousCardinal. But unfortunately, the creator passed away in 2017.
No limits. One of our own admins used to have more than 55+ OCs posted into the wiki. However, it's highly encouraged that you finish them.
A lot could be offered into a good Creepypasta, story or character, but I recommend looking at this site. It's pretty well-written and well-versed with the situation to write better. You can also check out our Featured Characters on Article Showcase and list of clichés.
Take it somewhere else outside of the Creepypasta Files Wiki.
Do NOT place any personal information in a public space. Move it to DMs.
Don't you dare undervalue Crit and Friend's input on your post. You openly admit you liked Jeffrey Dahmer with little to no connection on your question, and did a mediocre job defending your point. And DON'T justify your reasoning with "Umm ok I'm just insane I guess". Your comparison inquiry has been answered more than a few months ago when you asked the same question. No, Jeff the Killer isn't inspired by Jeffrey Dahmer. Numerous people already placed their proof and reasoning, so go look on your other post. Seriously, turn off your phone or computer and reconnect with yourself. No one in their right mind would admire Jeffrey Dahmer unironically.
There should be a Dropbox with three lines on the top header. Click on it and it should show some page categories. “Site Rules” should be among those listed.
But please, if you want to become a content moderator, I would also suggest you polish some of your English first.
Crit already made a comment under TV Tina's page. Look at it and see what you can do.
Crit mostly summarized my concern: the origin is too vague. Since the idea has been done numerous times throughout the fandom, it’s recommended that you add to the story. Plus, try to use more original concepts to standout from other characters.
On it
You cannot summon Creepypastas as they're not real.
Our wiki doesn't offer 'stub' pages, but the 'work in progress' category acts as a substitute.
Let's see how it goes first. You can simply rename your OC's page if you want.
Although The Wanderer is an OC, she lacks too much to be defined as a Creepypasta character. Much of her information is too vague; even if she’s given theories as to what she might be, she’s still lackluster.
My suggestion would’ve been to give her some background information. There needn’t be a backstory if you decline. Take Necro, Slenderman, Mr. Widemouth, The Rake, etc; all seemingly don’t have backstories to them, but they do have sightings or accounts on each character. Not enough to know what they are, but enough to understand these characters.
Try victim accounts, descriptions of behaviors, or even a brief summary of what she is. Maybe even answer WHY she kills people.
Is she haunting the street? Did something happen for her to specifically target people on the road?
